The gap
Permission is becoming something people state. It is not yet something anyone checks.
Rights declarations, opt-outs and usage terms are appearing across the industry. Very little exists to establish whether they are honoured. What remains is a permission layer that reads well and proves nothing.
Detection does not close this on its own. Knowing that a copy exists tells you nothing about whether it was allowed.
The work
Make a person's terms precise enough to test. Then test them.
Two halves of one problem. The first is turning a broad objection into terms specific enough to check against. The second is examining what is actually published against what was actually permitted.
Independence is the point. An audit conducted by the party being audited is a press release.
